- Final Design & Construction Specifications
When the investments have been approved, this is the phase in which the more detailed drawings have to be made. Together with the construction specifications, these should enable potential contractors and suppliers to make their quotations.
Therefore the drawings should include, among other, foundation, elevation, floor plan, cross sections and several principal details; also drawings for the mechanical and electrical part. The structural engineer plays an important role in this phase. He has to calculate the concrete and steel structure and record that in the drawing.

- Tendering Process & Documents
Based on an extensive list of potential contractors, sub-contractors and suppliers, the specialists will advise and guide the client to set up a short list of 3 candidates. The choices will depend on the client’s wishes and ideas and the experiences of the experts with the different suppliers. The geographical location of the projects is also a major factor in deciding who to approach.
The tendering documents combined with the drawings of specifications provide the potential supplier with all the information necessary to make his quotation.

- Selection of Suppliers & Negotiations
After receiving the quotations, the consultant will check to see if they cover the specifications, compare them on technical and financial terms, ask samples if required and report on the conclusions to the client.
Often, the client will want to be in charge of the final negotiations, with an advising role for the consultant, who knows the market relations, has project experience, and is able to judge the price/quality ratio of the quotations.

- Project Management of Construction
Working just with a main contractor (e.g. on turn key basis) is sometimes convenient and transparent, but does not always enhance quality. A main contractor focuses on delivering to the client everything that is agreed upon for the lowest possible price. But the cheapest solution is seldom the best one.
Putting supervision in the hands of an expert consultant or engineer and personal involvement of the client in the negotiations with all the sub-contractors and suppliers, not only makes for a better bargaining position, but also allows for more attention for solutions and alternatives that will safe money in the daily operations. Even during the construction process. That is why contracting out the project management of the effective construction is recommended.
